I guess I'm asking about Culture falloff, To the first System I have 40 Culture, and the second I have 7.

Yeah. I put all the formulae in an earlier game update (expand the game news and scroll down to formulas).

Is there a formula for why so much culture goes to 1 system?

I'm not sure I understand the question. Are you asking why a system has a lot of cultural strength or why your culture dropped off as much as it did?
