I have a suggestion to balance the game a bit.
Easy:
- 4 shapes, rotate: on
[or]
-8 shapes, rotate: off
Normal:
- 3 shapes, rotate: on
[or]
-6 shapes, rotate: off
Hard:
- 2 shapes, rotate: on

Impossible:
