I don't think it's as bad as everyone's saying, but it needs work. Driving is too slow and cars drive like buses. The arrow is very bad at pointing at objectives. It will get you in the vicinity, but it's not very accurate. It definitely needs guns. Rival gang members walking around oblivious to you trying to run them down doesn't make for exciting gameplay.
