Level 1 is easy. Buy the $10 spear person, then buy the upgrade $100 spear, you can either save for the $150, then $220 upgrades, or buy the bomber guy, it's pretty simple. So far, each level up to starting level 8 I've bought the spear person, then upgraded it to full, then went to bomber, then after that just pick and choose.

And just finished the game. So yes, the answer is that is is possible to beat level 1 :)
