I do enjoy quirky little toys like this, but if you want to make it a game you need some sense of progress. e.g.: If you click on him in the right places in the right order he does different things and starts building to something else. Maybe he constructs a spaceship and when it's done he flies away, or maybe you're just helping him get through his day at work (he is wearing a suit, after all). Or he's competing in a dance competition? Doesn't really matter, just need a way to advance.
The whole game is supposed to not make sense. There might even be a secret.
