Timer , moving targets and maybe mouse controle and it would be a game. Put some task or story in it and it could be a game I play more than once ;-)

Way too easy - a bit of wobble or drift on the scope/target might at least add some sort of challenge

Thanks for giving ideas besides "it sucks."
What do you mean by "sluggish controls?" I made it move semi-slow for better control, and it's not a time based game anyway(although it might become one).
