4 cards doesn't make a Poker hand.... 2 pair plus 1 card for 5 in total.
We faced this problem, and we decided to have a different behavior: in the way you suggest the player would have the possibility to remove cards without "using" them. Think about a simple Pair. The player would remove 5 cards using only 2 of them. Levels would be too easy. But this is only my opinion.

A pair using 5 would be ridiculous. 2 Pair using 5 would be strategic and logical. Granted, with my knowledge of the ins & outs of Video Poker, it must be illogical. :)) .... though very profitable.

Would like to see 2 Pairs added and maybe a penalty for Ace High. Not too bad, otherwise.
May be I did not understand your comment, but 2 Pairs are allowed. Select the 4 cards forming the 2 Pairs.
