Buying land from another city gave me almost no population limit improvement (+5%). I don't recommend it. Alliances are much better.

I surrendered to the Romans and got the -15% debuff and was never able to gain my independence, no matter how many times I fought them, i just got a 10% buff to my armies and lost soldiers.
