I think that suggestion with water towers and hydrants is a good idea.
Using that as an additional water source and may be the steam from nuclear power plants or something like that as source for wind could help to make the level design more interesting.
For me the levels look like a test for good timin. More resources could possibly let them be more something like a puzzle?!

Destroyed factories and nuclear plants shouldn't maintain their --wind condition. Also upgrades would add some depth to the game, as well as more strategy. Right now the game is fun but way too easy. Still it's a lot of fun. I like to imagine all the people being sucked into my tornado as climate change deniers. ;p

It would have been more fun if fire hydrants blew up and gave you more rain and water towers.
