Every time you place a hexagon, it decreases the numbers around it, when the number reaches zero (from one, which is red), that space is cleared. Too bad you just added a six so you have to place six other hexagons around that space.

It's actually not bad once you figure it out, but you need to be more clear about the goal in the instructions. You need to turn all the board hexes gray by removing the game piece hexes by reducing them to 0. Red board hexes turn gray when a piece is cleared on that space, tan turns red, and green turns tan. You clear the level when all of the spaces on the board are turned gray.
