It seems you can only move n+1 cards at once, where n is the amount of free stacks in the top left, or more if you have a clear column. I don't recall if it's always been like this, haven't played FreeCell in 15 years or so.

The programming for when you can move a stack is messed up. Sometimes higher cards in a stack aren't movable.
