There is no bug in the last level, if you actually read the briefing it says not to shoot any of the guards, you have to distract them so the other guy can plant the bomb.

Excellent game and unique,but it should be noted that it's not exactly the first there is also Cursor *10 http://www.mofunzone.com/online_games/cursor_10.shtml# only similarity is the cooperating with past selves to finish the puzzle, just about everything else is different.
