Offense is the best defense. Conquer fast. Raise your max population cap. Move your fleet as one at the start, then divide with each fleet having 100 min. Any new "ship" produced must join your fleet at once, it serves nothing sitting in there. Only defend stations/turrets/gates, planets aren't worth defending just take another one.

Lvl 33 was fun indeed. Just capture both stations with warp gate, one at the start and the other one after the black stuff appeared, captured it and moved on. Then it's just getting everything back little by little.
