how much scrap do you need minimum to get 1 edifact? description says I get a notification when I do a galaxy reassignment, but it never happened.

after a few reboots I am stuck at Emotions with two fully upgraded cores and no more qubits to purchase. Do I have to just grind or does more rebooting do any good? I feel like I'm missing something?
