I got the "message" on level 21, but I don't think I'm executing it right. Anyone have any hints?

I really need to master tailslides. I press the down key on starshots, but I can't seem to cannon blast from there when I press the up key. Anyone know what I'm doing wrong? Without tailslides I can get as far as Saturn, and only then when I speed off to the sea ground making it absolutely impossible to slow down entry.
