Er, you win the moment you can afford the vanguard. In many cities the money you can make from selling the 15 iron and 6 silver from buying down the tank from the vanguard is much greater than the 1 diamond cost of the vanguard. Note, they both have 10 cloth, so I didn't include that since it cancels out.
