Bah, the lack of an overwatch mechanic makes it hard to hold positions.

Hmmmm, this is all very good but I'd like some tools to further affect the environment, modify the temperature and height for example. A good way to improve and reward people for terraforming would be to have bonuses for putting biomes in proximity to specific other biomes, unless you want to do a more population based system.
