Restarting game fixed time block being used when no jobs were running.

I got promoted twice in artist job when idle(to artiste), when connect to game it had paused the job, even though i still had enough time blocks to run it. Then if pause other job that was also going, i still had one time bar allocated to working, even though no jobs were active. This was connecting first time after v0.17.
