What happens if I restart on a level 2 town when I'm already on a level 2 town? Does the x3 compound or will it be the same, just easier to get enough employees to get to level 3?

If you restart on the same level town, you will get paid your fee, the multiplier does not stack. Fee is the most important thing. With that you hire managers and your game progress is going a lot faster !
