" the state of your empire will be restored so that all dependencies are satisfied" - I think that whatever you did to cause this is messing with me. Sometimes when I buy a building it will force all the ones above the one I bought DOWN to meet the dependency req. 2k local service companies become 1.6k local service companies when I bring my regional from 700 to 800.
