What dictates how X2 multipliers appear or how do they come on the board?

Anytime an orb drops onto another orb of the same color they will turn into x2 combo orbs. The ooze jar, once you unlock it, will also periodically make the orbs around it become x2 combo orbs when the jar gets stuck for too many turns
