What requirements I need to fulfill to be able 1st time level perks: "combo time" / "click multipler" / "required experience" etc. I got enough talent points and unlocked already "click power"/"experience boost"

got problem with monitor resolution, necro invetory is half cut, cant give him any rings (1366x768)

well i got all items necessary to work with ore, got 60lvl, but still cant make anything with iron (mean armors/swords - can only make witg coper ). Its just buged or there is something i missed?
