Damned hot wire room...

If you want the elevator to reach different floors, place it at the top floor you want it at and then the arrow on the bottom of the highlighted elevator, you MUST drag downwards. You can also turn off floors, however, always make sure that they can reach the first floor from any elevator otherwise, they will have no clue what to do.
