Where do we get the tool for mining the ore?

Where does one find the "Mining Tool"?

Also noticed that my heal ability no longer works either, my character goes through the motions but I never lose mana or heal. It used to work... Hmm...

Just unlocked "Minor Protection" and it doesn't apply the bonus armor when cast, ideas?
