Disregard my last comment. I didn't realize automatic delivery was going on but the "show automatic delivery fleet" turned off.

Found a bug: I put all my free (non auto-route) cargo fleet into Ishtar Gate Hub and I get storage -412.15K. There are some resources stored there though. Also when I try to divide the hub fleet it just says it's empty. For a split second before a refresh it did show correct ~19M storage capacity if that helps. Cheslava, I can send you the save file if you want to debug.
