You can get upgrades on : All power plants, and gas. Not on weapons, farms, labs, factories. You want to (for the Challenges) not use coal power. Nuclear is the best. For most of the challenges, I used 2 - 3 Nuclear plants, one factory, and a few farms. For the chapters, just learn when you go. Coal's okay, but the less smog = *much* easier game play, though I beat all 9 chapters with high smog, took a week though. Walk throughs are on Youtube.

Difficult game, wouldn't recommend. I've spent days trying to get to Chapter 17 o_O Takes too long to level up all 3, and it's almost impossible to beat the 16th Chapter.
