Is this an issue/bug or am I missing something? ...with 30 reflex and 36 dex I still have only 17 AP and the other rented character with twice lower stats has already 18

The class of a mercenary also plays a role in how much AP you can have in total. e.g. Commando has more Ap than a sniper.
