Excuse me but i don't understand why, on the xyloxi vs technomancers war for example, the enemy uses ships (like xyloxi carriesrs etc..) at the start of the battle without having any energy to spend on. It seems a little unfair and frustrating!

That's normal - campaigns, challenges, random encounters and wars can have opponents that start with some ships already in play.
