Been playing this for a couple of days, but dev, come on: After 25 upgrades of my hatcheries and expansions (beyond the start of mutagen-earning territory), I got 1 mutagen award. 1. 20% default chance... I don't think so.

This isn't shown in the description, but you're guaranteed to gain mutagen every 8 hatcheries or expansions you build, after the minimum (40, 48, 56, ...). It is not possible to gain fewer than 3 mutagen awards in 25 levels of upgrades.
