Programming the extra ball to make the player lose a life when it's lost should be a crime.

When I accidentally got an extra ball at level 11 on Endurance Mode but I was still able to finish the level, I was happy I survived. But then level 12 came and I discovered that extra balls are carried over to later levels. Needless to say, I died immediately. So why, oh why, do extra balls 1) count for your only life when losing them and 2) carry over to later levels?
